1. Public Legal Education
The LBA’s Public Legal Education Programme aims to educate the people of the Lao

PDR on a range of legal issues, with a special emphasis on human rights and the availability of legal aid.  Through this programme, the LBA seeks to support the public to have a better understanding of legal rights, legal duties, lawyers and the LBA.

The LBA programme uses various forms of communications, provides education through easy-to-read publications, radio and TV appearances, as well as outreach visits to different provinces.  In 2008 and beyond, this includes:

  1. Legal education programme in Lao on TV, Channel 3 at 4-5pm each Saturday.
  2. Legal education programme in Lao on Radio Channel FM103.5 at 12.30pm on the second and third Friday of each month.
  3. Article in Vientiane Mai each month on an issue of legal importance.
  4. Various brochures and posters, covering a range of legal issues.  A selection of these are available here.
  5. Outreach visits to a district in each province, providing a legal education workshop.  If you would the programme to visit your district, please contact your local district authority or the LBA.

The LBA uses non-text based communications as far as possible to reach a wider audience, especially in rural areas where literacy levels are low.

2. Access to Justice
The LBA is currently working with the UNDP on a project called "Enhancing Access to Justice through the Lao Bar Association".  The project is assisting the LBA to strengthen the rule of law in Lao PDR, enhance access to justice and strengthen the justice system in Lao PDR by building the capacity of the LBA and its members.

As part of this project, the LBA commenced work on the "People's Perspective on Access to Justice" survey in 2009.  This survey (due for completion in mid 2010) will be the first systematic and comprehensive study on access to justice in Lao PDR.  In particular, the survey will provide valuable information on access to justice issues for poor, vulnerable and disadvantaged people in remote areas including ethnic groups, women and children, as had been undertaken throughout other countries in the region, like Vietnam and Cambodia.

The LBA is working closely with consultants, the UNDP, and in consultation with the Ministry of Justice, the Courts, the Prosecutors Office, and other relevant organizations on the survey, which will gather information about how people living in the Lao PDR perceive or have had interaction with the justice system.
